Employer provides mobile phone and carrier plan to employee when job duties require it. If the employee works outside campuses and beyond the reach of the Eduroam wireless network, it is recommended to use the internet via the work phone.


The unit is responsible for the costs of devices and plans, and procurement must always be approved by the unit manager.

The unit making the procurement is responsible for the costs of device procurement, as well as the use of the plan or broadband. An employee who is procuring their first work phone needs both the phone and the phone plan.


Making an order

If you need a mobile phone for normal work tasks, order the phone (service device) from Netox’s online store. Read the section “Ordering a phone as a service device, a step-by-step guide” and follow it. Note that phones ordered as service devices can be found in Netox’s store under Contract Products, Service Devices Phones. Familiarize yourself with phone recommendations and the default phone plan.

Phone recommendations

The recommended phone brand is Samsung. The employee’s supervisor determines the level of service and price range of the mobile device and plan based on the employee’s justifications. Procurement must always be approved by the unit manager.

Default phone plan

The phone plan is ordered together with the device order.

  • The default plan works only in Finland.
  • The plan’s mobile data is unlimited, with a maximum speed of 100 Mbps.

Mobile data enables internet access anywhere and anytime, as long as the device is in the mobile network. The default plan is well-suited for regular remote work. The internet connection can be shared via the phone for use with a laptop or tablet. If the default plan is insufficient, a request for changes must be sent to mobiilituki@oulu.fi.

 Ordering a phone as a service device, step-by-step order guide

    1. First, ask for procurement approval from your unit manager or procurement officer. Verbal approval is sufficient.
    2. Order the phone from Netox’s web store (UO / OUAS) as a separate order. Do not order a laptop in the same order as the phone.
      • Explore different models in the online store category Contract Products, Service Devices phones. You will also see their prices and stock information.
      • Phones procured as service devices are phones whose procurement costs are divided into a monthly service fee.
      • Note that the phone comes with a protective case, harger and pre-installed screen protector.
      • The web store recognizes you based on staff workstation login. If you are not in the domain or campus network, login to the store with your staff O365 credentials.
    3. If you also need a plan, add the phone plan order to your shopping cart. If you are only changing the device you do not need a new plan and can continue using your old plan. The default plan works only in Finland. If the default plan does not meet your needs, send a change request to mobiilituki@oulu.fi.
    4. If you need more information about technical solutions, contact the device supplier at yotilaukset@netox.fi.
    5. Fill in the required information in the web store.
      • You can save an incomplete shopping cart and return to complete the order later. When you are ready, confirm the order, which will then be sent as a preliminary order to ICT services and notified to the approver.
    6. Once ICT services have approved your order, you will receive an order confirmation by email. The confirmation is sent by Netox.
    7. The device supplier will send you a calendar link by email, through which you can book a suitable time to pick up the phone. You can save the event to your own calendar.
